# Commissioning and Turnover Plan

## Overview

An owner-side commissioning and turnover plan for capital projects that need structured systems testing, operational readiness, facilities handoff, training, warranties, asset data, closeout documentation, and final acceptance — built so a project moves cleanly from delivery into operations instead of leaving facilities and workplace teams to reconstruct readiness at the last minute.

## At a Glance

| Field | Summary |
| --- | --- |
| Resource type | Commissioning, turnover, and closeout readiness plan |
| Primary use | Systems testing, operations handoff, training, warranty and asset-data transfer, closeout, final acceptance |
| Best fit | Any capital project handing over to facilities/operations — new build, renovation, fit-out, or major systems replacement |
| Not intended for | Engineering commissioning specifications themselves (this plan governs the process, not the technical test procedures) |
| Recommended owner | Facilities manager or workplace services manager, with the project manager through substantial completion |

## Intended Audience

Project managers, construction managers, real estate executives, facilities managers, workplace services managers, capital planning and governance leaders, operations leaders, commissioning teams, IT, security, EHS, and business stakeholders receiving the space.

## When to Use This Resource

Use this plan whenever a project requires systems testing, turnover readiness, operations handoff, occupancy readiness, training, O&M documentation, warranties, as-builts, asset data, punch list completion, closeout documentation, and final acceptance — start it well before substantial completion, not after.

## 1. Commissioning and Turnover Objectives

- What "ready for occupancy" and "ready for operations" mean for this project specifically.
- Target turnover date and any phased handoff (partial occupancy, phased systems cutover).

## 2. Commissioning Scope and Systems Requiring Testing

| System | Test/verification required | Responsible party | Status |
| --- | --- | --- | --- |
| HVAC/BAS | | | |
| Electrical/emergency power | | | |
| Fire/life safety | | | |
| Plumbing | | | |
| Security/access control | | | |
| IT/AV/low voltage | | | |
| Building envelope | | | |

## 3. Turnover Responsibility Matrix

| Workstream | Owner | Facilities/Ops counterpart | Target date |
| --- | --- | --- | --- |
| Systems commissioning | | | |
| Facilities/operations handoff | | | |
| IT/AV/security turnover | | | |
| Training | | | |
| Warranty setup | | | |
| Asset data transfer | | | |
| Closeout documentation | | | |

## 4. Facilities and Operations Handoff Checklist

- O&M manuals received and indexed.
- As-built drawings received and validated against installed conditions.
- Spare parts, tools, and consumables delivered per contract.
- Building automation system (BAS) points list confirmed and access transferred.
- Preventive maintenance plan established for new/replaced equipment.
- Key/access credentialing transferred to facilities.

## 5. Training Plan

| Audience | Topic | Format | Date | Completion confirmed? |
| --- | --- | --- | --- | --- |
| Facilities/engineering staff | | | | |
| Security | | | | |
| Front-of-house/workplace team | | | | |

## 6. Warranty Setup and Asset Data Transfer

- Warranty log: item, vendor, term start/end, contact, claim process.
- Asset data delivered in the format facilities/CMMS requires (naming convention, tagging, system-of-record).
- Confirm asset data load into CMMS/IWMS before warranty clock starts.

## 7. Closeout Documentation and Punch List

- Closeout document tracker: contracts, permits, certificates of occupancy/approval, inspection sign-offs, final lien waivers.
- Punch list status and target completion date.
- Certificate of occupancy or equivalent approval tracking.

## 8. Final Acceptance and Lessons Learned

- Final acceptance criteria and sign-off authority.
- Open items carried past final acceptance, with owner and target date.
- Trigger for the post-project lessons learned session (see the Lessons Learned Workshop Template).

## Using This Template

Start Sections 1-3 at design development, not at substantial completion — turnover responsibility and training planning that begins in the final weeks of construction is the most common cause of a rough handoff to facilities and operations.
